Abstract

Crackdowns on Southeast Asia’s online scam industry have exposed the scale of exploitation within it, leaving many trafficked workers stranded and highlighting a growing humanitarian crisis. Yet these enforcement efforts have largely failed to dismantle the networks that sustain the industry, which continues to adapt, relocate and operate across borders. Without addressing the underlying financial, technological and political systems that enable it, the scam economy will persist despite repeated crackdowns.
