Written Evidence submitted by Dr Clare Wiper and Dr Belen Barros Pena: Financial Inclusion Strategy (FIS0025)

Barros Pena, B. ORCID: 0000-0003-4035-1860 & Wiper, C. (2026). Written Evidence submitted by Dr Clare Wiper and Dr Belen Barros Pena: Financial Inclusion Strategy (FIS0025). House of Commons.

Abstract

While digitalisation has expanded access to financial products for many social groups, it has also created new tools for economic abuse: online banking apps, instant credit, buy-now-pay-later products, and automated benefits and debt recovery systems can be easily weaponised by perpetrators of abuse to monitor, exploit or financially entrap victim-survivors – often without visible wrongdoing.
