Abstract

Strategic autonomy aims to reduce Europe's dependence on external actors and bolster its capacity to act independently in an increasingly uncertain global landscape. What this entails from a legal perspective is more complex. Strategic autonomy increasingly creates tensions in external relations of the EU and with third countries and third parties as well as to the EUs own values. The concept of strategic autonomy has become central to the EU’s external economic relations. The evolving nature of the geopolitical has intensified the EU’s pursuit of strategic autonomy. Strategic autonomy can explain the motivation as to key recent EU law-making across policy fields.
