Abstract
This paper serves as the concluding segment of WP3, which sets the broader stage for examining individual creative industry production chains at the local level. The CICERONE project's core objective is to unravel the intricate landscape of trans-local Creative and Cultural Sector (CCS) co-production, pinpointing the institutional and spatial nodes where value is generated. It posits a hypothesis that this activity transcends existing policy frameworks and challenges the conventional understanding of many policy makers and politicians. Given the potential for CCS production chains to cross national borders, the paper delves into a review of the obstacles, incentives, and organizational strategies adopted by firms, networks, and organizations. These insights will contribute to shaping discussions on both existing and potential policy responses to the burgeoning creative economy in Europe, as addressed in WP6 of the CICERONE project.
The specific aim of this paper is to offer a concise yet reflective overview of the current 'governance' framework governing the CCS in Europe. The term 'governance' is deliberately employed to encompass the diverse forms of power and control mechanisms influencing the social, economic, cultural, and political spheres. This encompasses policies, regulations, and trade agreements enacted by governments on various scales, as well as the organization and governance of CCS industries and their extended production systems. It further encompasses the integration of CCS activities into broader social and spatial patterns. It is emphasized that operating in the CCS necessitates skill and strategy beyond the realm of cultural production, entailing engagement with various forms of governance that exist external to the CCS.
