Headings, R., Garnett, T., Reynolds, C. ORCID: 0000-0002-1073-7394 , Zurek, M. & Sykes, R. (2026). Stuck in Motion: Why UK food system transformation is more than a knowledge problem (10.25383/city.34057110). Environmental Change Institute, University of Oxford.

Abstract

The UK seems to already possess many essential ingredients for food system transformation -- evidence, expertise, activity, policy attention and stated commitment to change. So why is progress stalled? This report examines how changemakers pursue food system change, drawing mainly on interviews and a national workshop alongside wider project findings. It identifies persistent barriers around political risk, unequal power, fragmented action, limited capacity and poorly aligned evidence. To help, changemakers need better synthesis and translation, more practical and politically relevant knowledge, co-produced research, stronger coordination and sustained funding. Many opportunities exist, but progress depends on connecting these strands more effectively.
