Abstract

This study looks at the relative impact of national governments on the innovation of firms through various infrastructure policies. It focuses on the opto-electronics industryin two regions of the UK and Germany: Wales and Thuringia. While both regions are characterized by active regional policies, they provide a striking contrast in the orientation of their opto-electronics industries and the thrust of regional policy.
